The ORBIS project aims to reshape democracy by enhancing citizen participation, engagement, transparency, and trust between the public and policymakers. Utilizing cutting-edge AI and a human-centric approach, ORBIS develops innovative tools and methodologies for large-scale civic deliberation and co-creation. By bridging the gap between citizens and democratic institutions, ORBIS fosters new participatory models that address contemporary issues, ensuring inclusiveness and responsiveness. The project validates its solutions through diverse real-world scenarios, promoting better decision-making and increasing citizens’ trust in democratic processes. ORBIS ultimately strives to create sustainable, impactful democratic innovations that empower true democracy in Europe.

Objectives

  1. Strengthen democracy and improve the quality of policy making through well-structured, inclusive and
    AI-boosted large-scale civic participation processes.
  2. Shape and institutionalize novel deliberative processes that may radically change the traditional way of interaction between citizens and political institutions of democracy.
  3. Develop and deploy a mechanism for the scaling of civic deliberation and co-creation at all levels, as well as for the inclusion of diverse communities and categories of the population.
  4. Develop novel argument and social knowledge mining, aggregation and visualization mechanisms that are particularly suited to the large-scale participation and deliberation process.
  5. Develop novel awareness and explanation services about the evolution and outcome of large-scale deliberation processes that augment trust and transparency between citizens and policy makers.
  6. Demonstrate the applicability and effectiveness of the ORBIS civic participation and co-creation solution at all levels, while ensuring the engagement of prominent institutions of democracy, policy makers and relevant stakeholders.
  7. Ensure wide communication and scientific dissemination of the ORBIS solution.
